basically, the rule for S2K melee fights (where you both just punch each other without RP) is that you both agree to it OOC'ly before starting to punch. so the other guy will have needed to say in LOOC that he agreed to not RP and instead just punch each other, this is why he never actually hit back, that's what they mean by 'an agreement'
