The second cop who died was shooting at @nexus (who was armed and kept them busy so the other two could shoot) before getting picked off.

4th rounded the corner and saw someone and reflexively shot at them probably assuming they had a gun given the guy who'd just lit them up from the apartments was also a bluesuit.

Like I said, this was well planned. The cops said afterwards they had no idea how many there were nor where they were.
