They make it flashy because it sells. The game itself is bad and they need to compensate with stuff like this and huge events paid with the money of a million people.
Flashy things bring you closer to the game and people eventually get hooked. That's about it.
Same goes with things like McDonald's, it's fucking trash but people like it because one many people go there and two they have good advertising and decent prices (not cheap in my opinion, quality is horrible and the amount of food is tiny at least for me).
But I guess if people bought Fallout 76 for €60 after knowing it was shit there's no crime in playing a F2P game you find fun, everyone has different taste after all.
Props to the art department of Rito Game though, they're pretty good at what they do.
