It's actually got a pretty decent one - but only because of the secret bases. When you take those out or give someone a better alternative (ie; Outlands or a second server in general) even I17 will swiftly empty out no matter how thriving it is.

idk i really fucking like i17 but the argument 'we can't fit all of the union groups!!' is sort of / kind of a trash argument to completely ignore a map. we can change things.
and civi is all i did i17 i never had a rebel char there
I know you may wanna punch me in the cock for saying this but D4 survives because rebels are there to fuel people into doing stuff. Whether its giving out weapons or food or whatever else, they keep people coming back to do anti-civil shit and thus fuel both cops and other citizens.
When folks shift their focus away, D4 dies and fails because there's either nobody to supply it or nothing going on to fuel people's noggins. Anti-citizens cause stuff > cops sweep > some die > new citizen > new potential guy in D4.
That's what I mean when I say rebels going to Fakelands/Outlands causes issues; it may not be intentional but it has a massive knock-on effect. People stop doing D4 stuff and start wanting ferries so ultimately everything flops because people have no interest.
it was different for mine. my main fella saw activities and rebels and stuff, but he never did anything rebellious until going to 24 (and it got him killed so yeet). i saw rebels, i talked to them and chat but it was mostly idle chatter and i spent most of my time city rping with my mates
clearly i don't really represent the majority of the civi population, but i had lots of fun in i17 with a non-union aligned rebel leaning char but who didn't indulge in any crime other then, i guess inaction for not reporting it.
What I17 does well is it forces people to consider how many to take out of the city. The i17 sewers don't have a lot of room. So people just... stick to the surface and make do there, which means the city thrives.
