HL2 RP in general suffers from a lack of "endgame" for most allegiances
be a store owner and earn tokens, so you can earn more tokens because you cant do anything with them in excess
be a cop and rank up to 90 so you can keep being a cop but with more weapons to be a better cop
etc.

In the end there can be no real endgame for HL2RP unless a server is either
A) Drastically changing how it works (i.e. City to OL, or Occupation to Post-Occupation, or Dyson Sphere Grug Roleplay)
B) Shutting down

Pretty much. Everything in the server is a platform for personal, achievable goals you make for your own characters. The problem with shotcopping begins when the people doing them don't have any.
