kinda feel that citizens, scanners and npcs behind bullet proof glass are the only capable candidates, don't want combat npcs dropping ent guns in the street to fuck it all up.

oh yeah definitely there shouldn't be armed NPCs, only citizens and atmospherics like scanners

would just lead to cops shooting all the citizens / cries of "not realistic" when they keep walking around during a judgement waiver/etc

I can tie npc actions to triggers. for example, I can script all NPC citizens to leg it into specific buildings and sit in the lobby during JW.

could always bind map logic to make civvies escape to some locked off residential block
