At 20:21 the 16th of September, Kiev local time, the standing bureaucratic department machine behind the so-called 'troubled industrial miracle' of City Seventeen announed a final compiled report about the financial and economic crisis rumoured to have been brewing within the tight-knit polity of the major regional city (see On the Rails Toward Disaster, Why Kiev Needs a Change of Heart - Editorial, 5/09/27), leading to some sudden startling revelations about the true nature of the disaster and what measures are now being considered to stave off complete ruin.

Chief among these revelations have been the closing remark from the now-closed economic office of the Civil Authority, which clearly indicated a radical and brutal realignment from reliance on industrial manufacturing capacities to outsourced citizen-workforce in a so called "industrial workforce realignment substitution". Outsourced citizen-workforce is a seldom seen but often remembered policy renowned for brutal reconditioning and a distinct lack of empathy for the often life-threatening foreign environments workforce-citizens are sent into, a policy now taken on by seemingly desperate bureaucrats in Kiev.

While the Union Central Financial Board regional representation refuses to comment at this time, insider sources suggest that workforce reassignment is set to take many Kiev citizens to assist the peacekeeping, infrastructure and stability efforts currently ongoing in the conflict-ridden region of Sudan.

Critical factions and senatorial sects throughout most of western europe have raised loud criticism toward this workforce relocation policy. Among others with similar sentiments, a high-ranking anonymous source within the London senate said; "This is death sentence slavery for the citizens of Kiev. Half of the workforce will die from heat stroke alone. A horrifying result of mismanagement."
