Cannot download addons

so I've been trying to get addons downloaded so I can join the server, however after completely removing all addons in the past on this pc, i seem to not be able to, I've tried everything, verifying game cache, re-installing garry's mod, manually downloading every single addon from steamworkshopdownloader and putting it into my addons folder but nothing comes from it, it says it's downloading on my pc and even shows up for a split second when i re-download them, but it doesn't go through with it, downloading around a kb of each workshop item and quits, not sure if any of you guys know the answer cause I've asked others and clearly its a very strange problem.

i'm not sure but i don't think .gma files are loaded from the addons/ folder unless they're subscribed on the workshop, try putting them into the garrysmod/ folder where materials, sound & models folders are

if that doesn't work, you could try decompiling the individual .gma files into legacy addons (ones that have a folder) and loading those

there surely must be a reason why my addons aren't downloading on steam though, it's infuriating downloading every addon and putting each bit in each folder, ive placed the downloaded files in the addons folder as told to by a guide but it keeps breaking every time i launch so i just deleted it and tried the steam version again

yeah, and then i added the addons back and same thing happened
