Description:
When stealing a chop shop vehicle, there appears to be a small chance that the vehicle can spawn with a driver. This causes the car to drive away, and not be able to be stolen, regardless of if you somehow manage to remove the driver or pick the door.
Things I've tested:
- Picking the door while the car is blocked in. (Results in the door being unlocked, but unable to be opened.)
- Killing the driver. (Results in the driver being unable to be removed from the car.)
- Forcing the driver to run away. (Results in the car door being open, but your character still being unable to enter the vehicle.)
