Yes the MPF seem quite strict at first glance, but when you think about it, most beatings are discretionary to your character - if they can't be assed doing it, maybe they'd let you off with a warning. Civil Protection isn't very hard to apply for either tbh so I don't see you having trouble doing so unless you do something really silly here.
