The spike strips are short and cover roughly single width of the average SUV vehicle. This means it requires precise accuracy and luck in order to successfully puncture the tires of the pursued vehicle. You are far more likely to have the suspect dodge the spikes and hit you in the process than successfully deploying the spike strip and taking out at least one of the tires.
