This document has been written with the express purpose of detailing the protections and rights of the citizens of Los Santos as well as what are considered to be criminal offences worthy of prosecution. This document is provided to every citizen upon their arrival in Los Santos.

The articles of this charter are subject to change from official governing bodies, all citizens will be informed of this once it occurs.

Charter of constitutionally protected civil liberties:​


1. Freedom of speech, the press, religion, assembly and petition.

2. The right to purchase and legally bear arms. Any person who displays or uses a firearm in a valid self defence situation shall enjoy protection from criminal prosecution.

3. Protection from unreasonable searches, the unreasonable seizure of personal property and the issue of warrants without probable cause. Issued warrants must be relevant to the criminal offence.

4. Protection from trial without indictment, self incrimination, other forms of unlawful property seizure.

5. All citizens have the right to a fair trial without unnecessary delay. No person will be put twice in jeopardy for the same offence, nor be compelled to provide evidence against oneself.

6. Protection from excessive fines, bails or unfitting/unjust punishments.

7. Your rights must not infringe upon the civil liberties of others. No person shall be disturbed in their private affairs, or home invaded, without authority of law.

8. No amendment shall infringe on the rights of the individual.


Charter of criminal offences:​


1. Disturbing or disrupting the peace.

2. Trespassing on personal, federal or state property.

3. The ownership or possession of items considered illegal, which includes weapons, drugs and other substances as well as stolen vehicles or property.

4. The unlawful destruction of federal, state or personal property. This includes arson, vandalism and other acts of damaging property.

5. The unlawful harm of your fellow citizens, with varying degrees of severity, including murder.

6. The theft of federal, state or personal property, with varying degrees of severity.

7. Aiding, abetting or harbouring a fugitive from justice.

8. Holding one or multiple person(s) against their will.

9. Coercing one or multiple person(s) via blackmail or threats of violence.

10. The reckless abandon of established traffic laws such as speed limits, licensing and traffic control devices (stop lights, stop signs, etc.).

11. Obstruction of government officials in commission of their duties, including Law Enforcement.

12. Impersonation of a government official.

13. Acts of terrorism against the state.
