Serious Low FPS and stuttering

Tried the FPS guide here and its new laptop and reinstall of games, but my FPS seems terrible.
I have core i3-7100U 2.4Ghz 8GB and intel HD graphics 620.

Use these commands in console by pressing by default ':

gmod_mcore_test 1
mat_queue_mode -1
cl_threaded_bone_setup 1

It enables multi-core rendering that's disabled by default in Gmod.
Your processor have 2 cores, it SHOULD increase by x2 the FPS.

Well i've typed them in FPS still the same around the 15FPS.

Well the clockwork make games' FPS fall horridly, for example I have a GTX 1050, I play GTA 5 on High with 60 FPS but on HL2RP I usually get 40 FPS on my lucky days.
Have you had a better FPS ever before on this same laptop? Or is your first time using it to play?
Try using it at sandbox to check your standard FPS.

I use this config on my laptop and I usually get about 20-40fps.

It seems with the commands and few things spawned FPS is not that much higher also got some error models even though fresh install.. Yes I've run other games on it but doesn't seem to handle them too great.
