[Meta] Add a 'resolved issues' subforum to this.

As the title says, add a subforum to this called 'Resolved issues', give somebody like @Votra access to move / lock posts and put them in there, would make it easier for people who want to help others to be able to find unresolved posts and help them faster.

I remember asking Blackquill for something like this a long time ago, but back then I hadn't really done anything helpful. I've worked as an assistant in my schools' IT department and really liked the ticket system there, I'd definitely work the forums similarly if permitted. I'd also post solutions to problems we found rather than having them pop up over and over. Not the fault of the reporters, it's not their responsibility, but I'd love to have the responsibility.

I believe developers should also have this ability in this forum.
