missing texture errors (experiment)

ok so a friend (docdo) is having trouble with seeing textures upon joining

basically, this is what he sees:

though everytime he presses ESCAPE, he can once again see all the textures though only as long as he is in the ESCAPE menu

we've tried having him reinstall his gmod, wipe his content pack and resub to the content and of course verify the integrity cache but no luck

I'd be grateful if someone could propose a solution to this, I know a few others have this issue and even though they are a minority, it'd be a useful thing to fix I reckon

he has all his setting on "ALLOW server downloads", we've also tried having him join without

if that's what you mean by fastdlling
