What you are suggesting: To allow people to be able to rate nebulous on a post on the Current Affairs section
Why it would be worth adding: If people make a good post, they can get nebulous towards to their count, rather than just "Agree's" or "Disagree's"

why worry about banning people when you can just remove neb rating on serious topics all together, this way's more practical

As it's already been said by others, it's removed to encourage better quality posts and also prevent people posting stupid extreme responses just to get nebs for being a good memer.
