Periodical FPS drops

This has been an annoying issue for a long time for me, but I kind of just ignored it, until now... I've gotten pretty fed up with it.
From some google searches I think that the issue is CPU throttling but I can't be sure.
The games run fine for like the first 15 minutes or so, but then start having multiple FPS drops.


The area in between the red lines indicate the FPS drop, and the yellow line is when I closed the game.

Any help would be greatly appreciated.

Overheating?

Check resource manager for system interrupts. You can access resource manager via the task manager

Is this just in Garry's Mod? Also, what are your computer specs? Namely the CPU, GPU, RAM, and storage.

I fixed the issue, it was CPU throttling, i cleaned out my fans, installed msi afterburner, and everything runs fine now.
