Questions Regarding City Scanners

I was wondering how I would apply to become a city scanner? I looked over the white list applications but didn't seem to see anywhere to apply. If someone could point me in the right direction that would be great.

You have to apply to be dispatch, but in order to be dispatch, you need to be trusted.

you should get quite some experience with cp first
