The taxi problem.
What you are suggesting: Make it so that you can work as a taxi driver whilst also running other jobs/errands. Incorporate it as an opt-in business over-the-phone - either at reduced pay (as if) via a new app that's just a play on Uber/Lyft, or keeping it as-is.
You cannot FORCE players to use taxis, that much is apparent. But what you CAN do is make it easier to work as one by not requiring a trip to the depot, and a subsequent trip back just to quit the taxi job. Keep in mind - most other jobs can currently be quit at any time via the job menu.
This would make working as a taxi driver much easier, and give that gradual nudge to making getting a ride a bit easier, and something you can expect a bit more. Plus, it allows players to use their own rides much more than before - especially if they're stolen. Wouldn't it be fun to be embroiled in your own little snafu just because the person who picked you up stole that supercar minutes prior? It's something that can encourage inter-player activity in many ways.
