I've been thinking about this ever since this morning;
What I really want make for Hearts of Iron 4 is a mod that adds the Universal Union to the game using aspects from the Nebulous lore while not copying it in it's entirety. I've talked to some people about it and they seem pretty cool with it. I do have a pretty good hand in modding for HOI4 and some of this is very well possible for me. I think it would be like the next Kaiserreich mod for HOI4 if done correctly. What do you all think about this?
