Timeout when joining Neb

Yeah so I've had this issue for like a year and a half which stopped me from joining the server.

Basically, here's how it goes:

1-Try to join
2-Get stuck on the loading screen for a looong ass time
3-Eventually get the "timeout" error and booted out of the loading screen
OR
4-Enter the server but timeout the moment I join

I've tried pretty much everything, I've got only our content installed and I'd like a fix Asap, I'll give a hug to the person who finds me a solution, thanks.

have you tried: verifying your game's files, lowering cl_updaterate to 15 or removing some addons

Yes to suggestion 1 and 3, didnt try the updaterate, this issue is quite annoying and only unique to neb for some reason
