Tips for having a fleshed out character?

Title says it all. I've fallen into a bad habit of having my characters all act the same more or less. It's to the point where I can't differentiate them. I've fallen out of practice, do any of you guys have good tips for making good characters/non "self insert" style ones?

Give them some limitations.

Are there things they want to do, must do?
Do they have a line they cannot cross?
What is their moral outlook?

What are their flaws?
How have the above screwed them over (or helped them) in the past?

how they feel about how bad/good things have been, not just for them but for others, their local area, their country

someone who's a happy-go-lucky guy might find some solace that new york is being "given a test by god" or something
someone who's been screwed over by life and heavily influenced by religion might consider it the end of time, rapture, etc.

make them a different race than what you’d normally play

like elf or dwarf

think of the esport your character would play and you can get a lock on some type of personality from there
