Fixed Visor notification are STILL BUGGED! nearly two years now, woohoo!

Description: Visor notifications, both generic ones and trauma pings don't show up sometimes. It is unclear what causes it.
Steps to reproduce: Play a Combine character. It just stops working sometimes. Reequipping your uniform breaks it sometimes. Charswapping fixes it.

I bought two items from the vendor, messed around with ammo a bit
Pressed E on a bodygroup closet (did not have access)
Did /togglevisor
Did a /help request
Did LOOC
Noticed it wasn't working
