well i have downloaded the addon packs and yet when i join i still have to download addons. Could someone help?

It's most likely you are missing games.
You need to have CS:S and HL2 Episode 1 and 2.

As I said, make sure you have CS:S and HL2 Episode 1/2 installed and mounted, if it times you out it means you didn't let the addons finish downloading or the content you are missing is trying to download itself, and since it's a lot of stuff it takes ages.
