Overnight, the city is spread with graffiti; so fresh that the paint drips, yet sunken into any pore it comes into contact with.
It artificially glows; the 'artist' intentionally making it stick out. If one were to smell the paint itself, it'd smell.. floral, almost.
Given the context of the words themselves, it isn't hard to tell they're directed at Civil Protection in particular.
It may not be the prettiest thing.
But a clear message is sent either way.
