rules:
if you can't play anything, you gotta draw until you get a playable card on hand
playing a 0 makes it so every player has to give their hand to whoever is the next in the current turn order
playing a 7 allows you to swap hands with someone else
if somebody puts down a card and you have an identical card (number/icon AND color) you can place your card down even if it isn't your turn
