The server can very well go without vortigaunts because this isn't XenRP or something, they aren't missed. They're an addition if anything

Imo activity on such a niche faction simply isn't important as long as the players are competent. Because when the opportunity arises, it will be active.

it doesn't matter, you want vort players to "increase" their activity but then you remove players even when the roster isn't full, i find it antithetical in my own opinion
