but civil protection suits use batteries on the server, is this a generally accepted 'oops' or do people genuinely RP that the battery, somehow, repairs their armor?

i mean, what's to say civil protection armor isnt to some degree reactive? HECU wore the PCV and that was made for combat and looked nothing like the HEV suit

it slipped over your torso and generally looked like some typical kevlar but utilized its own charging stations and CONVENIENTLY connected to the HEV stations inside of black mesa

so could the combine have possibly refined that technology to some degree? we see OTA walking around inside of the citadel core like it's nothing so they evidently have some sort of protection that only something like the HEV could grant

the armor they wear is clearly a glorified football vest, they won't have batteries for the armor, but rather the rest of their equipment, you have to consider the fact that the HECU were a specialised group of operatives too, whilst civil protection are a widely spread paramilitary policing force

giving powered reactive armor to that many people would be a logistical nightmare, and god forbid it goes missing, i don't think even OTA would get that

i think civil protection armor is not actually kevlar as we view it today but rather reverse engineered tech from both the HEV and PCV but not to the full degree of both of them, because they lack normal human thinking

In this case batteries make sense, it would stiffen the fibers inside of the kevlar through the electrically charged shield
