Can you sneak up on someone, and hit them without rolling? Since in Real Life, You don‘t tap someone on The shoulder who you are gonna hit from behind and ask them „Yo fam, may it work out that I hit you in the back of your head with this bat?“

this is how it's described in the rules and it's basically what it says on the tin.

So if you sneak up on someone and attack them with a /me they have to react in a realistic way

And If you’re a Civil Protection character:

• Being in resistance territory on your own accord and dying [De-rank]
• Being killed in an unprovoked shadow sweep [De-rank]
• Making noise during a shadow sweep then dying [De-rank]
• Being in dangerous areas on your own and dying/getting mugged [De-rank]
• Going off the grid and getting caught [PK]
• Purposefully committing suicide [De-rank or PK - circumstance dependant]
• Being tagged autonomous by dispatch [De-rank or PK - circumstance dependant]

So, let‘s say he goes near to the Entrance of the Slums, and he gets mugged and killed by Rebels, he will get De-Ranked. But does he lose his Memory of that?

yes, because he dies and NLR goes into effect.

The NLR timer is ten minutes, don’t return to the place where you died for that amount of time and you forget the circumstances around your death, should NLR be granted.
