Bug cant pick up notepads/paper once you write on them

Description:
once notepads/paper are wrote on you cant pick them up again and have to move them by hand to whereever you want them (or with physgun). you used to be able to do this, not sure when it stopped working?

Steps to reproduce:
write on notepad/paper. try to pick it up

I just tested and you can.
Are you sure you're trying to pick up your own paper and not somebody else's? Cause the latter was not possible, ever.

weird. ive definitely had it recently when i tried to pick up my paper and it didnt work
didnt know about the other thing though

Was it across server restarts? Because I'm pretty that was never possible either

alt suggestion: add a new paper/notepad variant ('note', maybe), that does allow it to be picked up by other characters

or make them pick-upable if the user that placed them is online or hasn't been online in 2 weeks
