Content File Locked

So I just launched gmod for the first time in about a month. I join HL2RP and I have an error on the main menu. I closed gmod down and re-downloaded the content. I attempted to start the game up again but it says updating gmod then when the update finishes it says 'An error occurred while updating Garry's Mod (content file locked)

F:\SteamLibrary\steamapps\common\GarrysMod\hl2.exe'

I have no clue what this means. I have reinstalled gmod and restarted steam.

Any help please?
