Fixed Dispatch Backlog Overlay not allowing quick GPS markers

When receiving a Dispatch notification, at least while on an LSPD character and job, if you try to place a quick GPS marker by using the 'Dispatch: Toggle Backlog' bind and move your cursor over to a (recent) Dispatch notification and in it the small GPS/Location marker icon next to the location and then left click on it, it does nothing. This occurred for the first time (in an inconsistent manner) after the Radar update.

Expected result: It places a GPS marker on the location.
