Fixed Escort out of vehicle abuse

Description: ■ You can simply walk up to the driver of a car and use the menu to escort them out. Just seems really weird.

Steps to reproduce:
1. Walk up to somebody in a car
2. Use the menu to escort them out
3. ???
4. Profit

I think there is a lot of potential for abuse and shenanigans with this one, I'd love to see it changed in one way or another just to prevent being randomly minged out of a car.

should make it so you can't escort people who aren't restrained or downed.

My opinion: nobody should be able to escort anyone out of a car. Cops should have tasers to zap people out of cars, giving it a skill floor. Maybe let people buy tasers too? Everyone should have access to throwing people out of the car if they press F just like in normal GTA.

Or just like I said earlier. Escorting should only be permitted and active when a person is either:

A: Dead and needs medical attention.

and...

B: If they're in restraints, Cuffs, Zipties or otherwise.

The idea is to only be able to escort players when their velocity is 0 (so not moving). I presume we'll look into making it possible some how but for now It's likely done like this so players can seat injured and/or restrained players in and out of a vehicle

It should be just that, for injured/downed and restrained, nothing else because there'll be nothing more annoying than being involuntarily escorted.

Escorting has been changed to no longer work for moving or locked vehicles.

Though I understand why it was suggested to only allow it for incapacitated or restrained players, abusing it as seen in the video is considered abuse and may result in being kicked or banned.
