Make spraypaint cans purchasable at hardware stores. These have a limited, or one-time use function which would allow you to tag up a wall. You can use a menu to select some different style of fonts and colors, and enter in something to throw up on the wall. This would be decent encouragement to see street gangs develop, since they can define their turf.

Make the rags from the prison purchasable at the same stores, which can be used to clean away graffiti from potential vandals.

That's basically what I mean, just not the image bit. I think if you want to post up something like posters then you'd probably need staff involvement until there's a whitelist implementation
