I personally have no idea to why HL3 hasn't been made?

Maybe I just haven't seen why or no one knows why.

because valve makes games that push the market i.e big vr

I always thought that they were too anxious of receiving the ultimate form of criticism from mass amounts of fans if they somehow ended up developing a disappointing sequel that did not grasp the full expectations everyone had overtime formed. I know this ain't the case since I'm fairly sure Valve wouldn't suffer from a financial decline if that did happen, but fuck me that's what I once speculated at least.

With the Hype that it'd generate, an actual HL3 would likely be impossible for Valve to make with success unless they produce a few games before it that help set the scene for the game (HL:A is a good example, as it set up the general story for the sequel and for HL3).
