Looks to me like an Overwatch character that has access to CWU-I, CWU-M, combine, cp main, freq 188.1, overwatch, proselyte, up, wi?

Trying to make sense of it, could an Overwatch character tune in to the wi (Willard?) channel, where I assume they radio eachother about scientific inventions?

Yep, all actual players.

OTA were coded with access to all Combine radio channels the same way Dispatch was for just for ease. I think 188.1 was the rebel frequency at the time or something that was probably grabbed while on a sweep.
