I don't see tools option in library steam

So i wanted to download a mod for half life 2, and I saw a tutorial in YouTube that said you should have installed sdk to play mods for half life 2, i can't download sdks because when I open steam and i go to library, i don't see the tools option, can someone help me please? (and also help me with increasing fps in Gmod, but without removing any visual effect or screwing the game graphics)

I don't think it changes the graphics that much

Where can i download the sdk content thing?

Other than the fact you only need the SDK to /create/ mods (as notable by the abbreviation which can be unpacked to Source Development Kit), you can download it from the Tools tab on your Steam Library. I'd take a picture but I'm not on my computer at the moment.

it's me again, now i have different problem, i don't see the mod in library that i installed for half life 2, i restarted steam and i still don't see the mod, any idea how to fix it?

edit : the mod is called The Citizen for hl2

Make sure to put the mod in steamapps\sourcemods and to restart steam, it should show up then
