What if I need to install that addon again, but I found it out now.
There are two addons, I've searched for that one adding this ugly residet texture that should get changed.
Which is this one:

the models are stored inside the models/humans/male/group04/ folder which is the same directory of this content here:

Both conflict each other, which causes me having the wrong material. And, I saw an administrator using the a model of the essentials one, perhaps you want to remove that addon too?
So, if you have the same problem like me, uninstall the essentials one, because this essential one is not on the workshop addon. Who knows if this changes in the future?
@Blackquill? Because that texture from cider two doesn't really fit to the other uniforms and if you add the workshop you may want to hex it and put it inside a new directory.
@Nicrobe and me has the essentials addon installed, its 100% that addon and I am gonna unsubscribe it now. I've saved more time than
@Votra's idea too.
