Fixed oat vcs are broked

Priority: Low but I have a gun.
Description: Phase 2 OTA should have Wallhammer VCs and they do not.
Steps to reproduce: 1. Be OTA.
2. Rethink your life because you're OTA.
3. Set yourself to Ordinal rank.
4. /togglealyxvcs
5. No profit.

Wallhammer vcs aren’t on the server yet it’s just something planned for the future
but yes togglealyxvc doesn’t work for combine soldier class

then the bug is moreso that phase 2s dont have hla vcs at all
