Completed overlay an onscreen image when a license/badge is displayed

so that people can view licenses and badges, overlay the image on the screen of any nearby players when it is displayed.

I think this is a great idea for PD/EMS encounters but for discretion purposes I wouldn't want my license or badge to be viewable by any bystanders in a situation like this. It's still a great idea!

then dont display your license where bystanders can see

Maybe instead of having it automatically pop up on screen when displayed, which could be used nefariously, it could introduce a new prompt in the interact menu that says 'read ID' or something, then pops it up on screen. Just so that there's some confirmation from other people
