Stuck on "Retrieving Server Info..."

When I try to join ONLY this server, it gets stuck on Retrieving Server Info with 4 bars.
Things I have done:
* Completely reinstall GMOD
* Reinstall all addons
* Only use nebulous addons
* Allow all server content to download, and disallow all of them to download.
* Verifying cache

I had this problem months ago when I lived in Germany and it was something to do with my ISP. I can't really go into a lot of detail about why it worked because I'm not great with fixing computers and computer terminology:

1. Type in the command prompt ipconfig /flushdns

Also I was suggested to disable my anti virus software and firewall temporarily when I connected and that worked for me :)

Strange... I did all that and... Nothing really changed.

No. Sometimes i can log in,but it literaly gets stuck at 4 BARS and says retrieving server info.
