Information [TS3 Suggestion] Don't let Guests do stuff

What you are suggesting: We don't let guests speak or change channel, they need to get the Regular tag.
Why it would be worth adding: Because I don't like listening to ear rape, soundboards and trolls while I'm on patrol to be truly honest.

Tbf @Blackquill does it.

But, on the flipside.

A guy was a guest for 2 hours straight, he only got regular after I joined and messaged BQ on steam to join TS and sort it out.
