Suggestion When Incapacitated with EMS online, increase respawn delay

Title says it all. I'd love if there was a slight delay in the ability to respawn if there was enough EMS available at the time. I think the 300 seconds is super fine if there's no EMS at the time, but I'm worried that if there has to be a larger intervention (i.e. Rescue at Paletto, Ocean etc...) the people will just respawn because they think no EMS is coming. It would be a shame if PD / EMS planned a major response and the victim respawned, thinking no one was on their way.

That, or a notification that EMS or PD is online, not sure if currently implemented haven't gone down enough xD

THis is why we need a respond function on the Dispatch notifications

Another change that needs to happen is tuning back the distress pings imo.

It’s weird to go and ocean dump people, specifically avoid being around locals or being seen by locals, and EMS is getting pings from out in the ocean and still trying to go after them.

Either that or EMS should ignore these pings in the ocean. The only reason EMS should be doing water rescues is if a player is calling 911 and directing them to the site out in the ocean themselves.

Also I think 5 minutes is fine time wise tbh. Should stay. The player on the ground can always willingly choose to lay about longer.
