From Berlin to Minsk, the weak, elderly, and fearful are fleeing war, disease, and famine in the dead of winter.
Many of them are not surviving far from their urban city centers.

Liberated Cities like Geneva and Copenhagen are riddled with overpopulation and ruins from the fighting that took place.
Routes to evacuation points off mainland Europe are filled with danger posed by the Combine forces and exogen lifeforms.
Few can overcome or avoid these threats, and many succumb to a gruesome fate on the road to safety.

Those who do make it to safety make use of the once expansive underground railroad, a remnant of a bygone era in Lambda operations.
This expansive infrastructure has now been left in the hands of contracted cells, while Lambda maintains distant command outposts along the metaphorical ‘railroad’.

All the routes lead to some promised place of refuge, and one of these places is Zelenogradsk, north of City Fourteen.
Zelenogradsk was a smuggler's port, until Lambda repurposed it as a logistical hub and, more recently, an evacuation point to ferry refugees to greener pastures across the Baltic Sea.

Situation with the Refugees & Evacuation
Approximately over half of the refugees sleep in poor living conditions.
Estimation of dead bodies is over 200, winter is keeping them buried for now.
Drinking water is scarce, and provisions are running low.
Heating is non-existent. And the weather is predicted to worsen.
Poor weather conditions have prevented over half of the evacuation and supply ships from reaching the ports.

Intelligence Reports
There are unconfirmed reports of Combine sightings in our area of operations.
Communications Station Hertz has lost contact with multiple teams in Kaliningrad Oblast and northern Poland.
Attacks against contracted-cells along the railroad are frequent.

The following message is transmitted at the request of Provisional Commander Florent Amsel.
At 10:47 PM, Eastern European Time, a Combine biological attack has hit Zelenogradsk Evacuation Point, causing significant damage and loss of life to the shelling and released parasites.
An immediate order to remain indoors, block all entrances and shelter down, has been issued to all refugees. The surrounding Lambda forces at Hertz, Gonne, Newton, Archimedes, Berkhoff, Pascal, Lovelace, Turing and Curie are called on to provide assistance.
If you are travelling to the Evacuation Point, do not enter Zelenogradsk until all clear has been given. Follow the instructions given to you by Lambda-contracted cells along the railroad.

Communications Station Hertz will handle all further details and information on this situation.
