ive been thinking of creating a slimey little weasel thief character that goes around to large crowded events and tries to knick people's wallets while they're distracted and shit. run insurance scams and stuff too.

have people done stuff like this before? whats the policy when it comes to low-level thievery and mugging?

also how fair are people when it comes to like -makes an attempt toward the man's right pocket with slippery fingers while he's not paying attention- rp. Do people generally play along and present unawareness as people typically do in real life? or are people most of the time like -buh huh i notice you snatching my wallet and I haymaker your little gollum face immediately-

people have a better attitude towards playing to lose than they do on HL2RP to say the least (apart from PD and ERP character).

as for robbery, you can only steal 5k (they may change this) in cash, you can scam for a countless amount and you cant "chain rob"

I've had it happen to me, I let him steal it from me after losing a roll not in my favor, but @Chester was retarded and beat him. I still let him keep the money.

Generally, though, people don't let it happen and powergame having you be seen by either them or their friends, and then you get killed or beaten.

There is politicans, bigger mob bosses, community leaders, etc. It's very dynamic, actually. People with popularity aren't usually people with depth, just those who seek it, so mob bosses are only really well known for their circles.
