Based off the manga and live action, Greg is shown to be a little bitch.

In the manga known as Rodrick Rules, we see Rodrick throwing Greg into the basement with Rowley, conveying the idea that Greg has absolutely no power over his brother.

Onto Manny? Manny is the man I do have to say. He's also unable to be controlled by the likes of Greg. Infact, it's the other way around with Greg being the goon.
