I find the crime reporting and injured person ping system to be a little unfair towards criminals, so I wanna propose some tweaks
1. Injured Person Pings
-As it stands whenever a player gets downed anywhere on the map a ping is instantly sent to both EMS/PD.
This causes an issue with crime scenes cause cops and EMS will immediatley dash to the scene, I find that it may cut some RP short in an attempt to get away from cops.
An idea I have is to make the ping a manual command, one thats unlocked after a set amount of time (1-2 minutes maybe) and sent once you press a key
This stops EMS/Police from responding to calls 9 miles away only to show up, and once they arrive they get a ping from the hospital cause someone attempted to check them in cause they were already with them. It also gives crims more time to RP
This should go in conjunction with Northgates respawn timer suggestion, maybe making it a total of seven minutes, first two you cant ping and then the next five you can.
Once dispatch recieves a ping players should have an option to respond that they are on their way, if they get a confirmation players should refrain from respawning.
They could also choose not to ping and go respawn although NLR should be applied like it currently is.
2. Crime pings
-Currently whenever a crime is committed it is (for the most part) immediately pinged.
Stolen vehicles do vary, but I think stuff like assaults should act similarly, with there being a chance that it is reported.
A delay of maybe 10-30 seconds should be added to these calls.
Maybe more "urgent" crimes are reported faster (bank/store robberies>shots fired>assaults>burglaries>stolen vehicles) with the delay going from basically nothing and extremely common/guaranteed, to slower and less likely to be reported. This also gives off some ambiguity to crimes, do players risk staying for longer hoping its not reported knowing its not guaranteed?
Crimes in rural areas should probably not be reported at all or have a very low chance, or maybe with a larger delay (such as those happening out in the desert, mountains, ocean) although I'm not sure how viable this is from a dev perspective.
In the end players have access to their phones so they can call/text 911 themselves too and cut down on the report times.
