I find the crime reporting and injured person ping system to be a little unfair towards criminals, so I wanna propose some tweaks

1. Injured Person Pings
-As it stands whenever a player gets downed anywhere on the map a ping is instantly sent to both EMS/PD.

This causes an issue with crime scenes cause cops and EMS will immediatley dash to the scene, I find that it may cut some RP short in an attempt to get away from cops.

An idea I have is to make the ping a manual command, one thats unlocked after a set amount of time (1-2 minutes maybe) and sent once you press a key

This stops EMS/Police from responding to calls 9 miles away only to show up, and once they arrive they get a ping from the hospital cause someone attempted to check them in cause they were already with them. It also gives crims more time to RP

This should go in conjunction with Northgates respawn timer suggestion, maybe making it a total of seven minutes, first two you cant ping and then the next five you can.

Once dispatch recieves a ping players should have an option to respond that they are on their way, if they get a confirmation players should refrain from respawning.

They could also choose not to ping and go respawn although NLR should be applied like it currently is.

2. Crime pings
-Currently whenever a crime is committed it is (for the most part) immediately pinged.

Stolen vehicles do vary, but I think stuff like assaults should act similarly, with there being a chance that it is reported.

A delay of maybe 10-30 seconds should be added to these calls.

Maybe more "urgent" crimes are reported faster (bank/store robberies>shots fired>assaults>burglaries>stolen vehicles) with the delay going from basically nothing and extremely common/guaranteed, to slower and less likely to be reported. This also gives off some ambiguity to crimes, do players risk staying for longer hoping its not reported knowing its not guaranteed?

Crimes in rural areas should probably not be reported at all or have a very low chance, or maybe with a larger delay (such as those happening out in the desert, mountains, ocean) although I'm not sure how viable this is from a dev perspective.

In the end players have access to their phones so they can call/text 911 themselves too and cut down on the report times.

It makes sense for it to be immediately reported given the nature of the emergency. No one wants to sit there for two minutes before they can notify the playerbase that they need help because they are stuck in the middle of the ocean.

I think the issue that needs to be addressed is the fact you are driving people to Pillbox and removing the main chunk of fun that EMS gets to experience; driving at high speeds to a medical emergency before stablising and recovering the incapacitated individual(s). I am not blaming you or others for it since I know it is difficult enough to know whether EMS is on their way or not, but it is part of the problem nonetheless.

YES! YES! YES! PLEASE!
In addition to it, even if the player ends up respawning, it should notify the PD and EMS that they have been picked up.

If you want this system it should only trigger on deaths from taking damage from players, or from taking damage from players in the last 15 seconds

it's just too early to put anything like this in with how easy it is to fumble and die, i still have reservations about bleeding

This is a bit problematic and you're right, EMS is a bit limited in scope right now so taking away Injured Person reports kind of would mess with us a bit. However, I personally think that if it really becomes a problem, maybe only apply Injured reports if a victim gets attacked by locals or if player bleeds out, if by players it should be up to the players to report manually. That's the only solution I can think of personally.

However, if this is in the scope of possibility, if a player gets attacked out in the open, a report should still go in. It's more so if something happens in the countryside in bumfuck nowhere, basically.

Right now if you punch somebody, the police get an alert even if there's nobody around. I think that should be changed imo

Make it so when you're incapacitated, you have to press a key which will alert EMS/PD to your position. Make it a timed mechanic so you can do it multiple times while incapacitated to prevent people from ocean dumping everyone and nuking rp, while allowing for people to let the rp flow if they think cops wouldn't get an immediate alert for that region

probably the best option
lets me alert pd if i decide to trip and magically take max damage from the fall, get owned by locals, or get shot by the fine fellows at grove street
lets me sit still for 20+ minutes if people are roleplaying

Even as a cop, I do think there should be more leniency with the pings, right now it's instantaneous and I can't imagine is fun knowing that as soon as you just hit someone a cop will come by and check. Giving some more leniency for those types of crime should be considered. Some of the rest like carjack or house robber or whatever are fine imo since criminals usually get away with it anyways.

Police shouldn't be alerted to melee combat at all. It should be something that players report through 911 if need be, or stumble on in passing

Honestly 100% Agree, meele combat is fun and usually harmless. And if it does become harm passerby will call 911

(plus the fucking assault pings are 99% locals fucking around)

I think all deaths shouldn't auto alert an EMS system. Do I have a biochip that's constantly recording my vital stats IC? There should be an item that's bought or given at player start to enable the press of a button that would alert EMS, not automatically. So I agree.

i think a player should be able to report to EMS 2 minutes and 30 seconds after being KO'd

enough time for some wrap-up RP and a relocation if they were purposefully knocked out by an aggressive party looking to kidnap them, for example

If they report it 2 minutes and 30 seconds after being knocked out, then they'd report it while being or having already been relocated

I think it should be an option immediately. Nobody wants to sit around and wait for EMS after an accidental death or something, and if you are being kidnapped, then dont play to win the game by immediately reporting your death

I'd probably make it emit a sound, though, so theres an indication for the opposing party if the call has been made

Yes in agreement that the player should be the one to decide whether to get picked up by EMS or not.

make it a loud pager sound, something distinct
even just BEEP BEEP BEEP BEEP to let them know EMS/the police have been notified
