My best memory of C45 was having some citizens clean the outside of a building. It was my first time ever being on Civil Protection so I was probably at my nicest.

D47 is top-tier on my list as someone who only started playing actively around early-helix.

After that I think either i17 or C8, they're really close contenders.

And after those two it's gotta be C11.
