Serious Combine Presence on other planets.

So. Humanity has CPs and the OTA, and I believe it's stated a couple of times that most planets the UU conquers are just destroyed and the majority of their population trans<insert species here>ized. But, certainly other species must have negotiated terms of surrender or been otherwise useful alive to the combine. So, what do y'all think that peaceful combine occupation looks like in other worlds? Is it just CPs but whatever species, or do you think they have to compensate for cultural differences? For example, would a flying, tribal species have giant cages to keep them in, and would they be coralled into cities against their tribal nature? What about Rome? Were the Combine to come during the advent of Roman civilization, would the CPs be armed with spears instead of handguns, or would they simply have to import more firearms from abroad? Idk, I'm just curious and maybe I am overthinking but I'd love to hear everyone else's thoughts.
